The Japan international is inside the final year of his contract at Le Mans and is being lined up for a January move to Italy by Torino chiefs.
Torino president Urbano Cairo has made no secret of his ambition to spread the club's name across the Far East and is convinced Matsui can translate his exciting form in France to Serie A.
The 26 year-old is also being tracked by Lazio president Claudio Lotito.
