The former Charlton Athletic junior has earned a series of rave reviews for Blue Square South outfit Woking this season and had recent trials at Swindon.
Swindon boss Danny Wilson is expected to bid for Arter in January, but tribalfootball.com understands he will face competition from Championship clubs for the youngster.
Scouts representing Championship clubs have told tribalfootball.com that Arter has the potential to make as big an impact as Chris Smalling, who joined Fulham from Maidestone United last year and has since been capped by England U21.
