The Daily Express says Swans manager Brendan Rodgers asked about taking the England Under-21 international when his side lost at Chelsea in September, and it is likely Andre Villas-Boas will give the go-ahead to the move to give the 18-year-old some football this season.
Rodgers knows the skilful midfielder well from his time as youth and reserve team manager at Chelsea and Villas-Boas said: "Josh has not had much action compared to last year. He has fallen short as there are more numbers in midfield now. He could benefit from a loan spell, like Daniel Sturridge did at Bolton last year.
"But that doesn't mean Josh's future won't be at Chelsea. It will be."
