The Daily Express says Batshuayi is set to reject a move to Swansea City despite the two clubs agreeing a fee for the player.
The 20-year-old linked with Arsenal, Tottenham and Everton in recent weeks.
Reports in Belgium suggest that Swansea were close to beating the Premier League trio to Batshuayi, but their efforts have now been dealt a fatal blow.
It is thought that Batshuayi may have rejected a move to south Wales in the hope that Arsene Wenger will step up his interest and bring him to London.
