La Repubblica says Suning are actively putting together a world record offer to tempt Messi to Italy this summer.
Messi is still to open new contract talks with Barca and he has also been linked with Manchester City and PSG.
However, Suning believe a combination of a world record salary offer and life in Milan gives them an edge in any transfer race.
It emerged last month that Hebei Fotune China had offered Messi €100 million-a-year to quit Barca in the New Year - an offer the Argentine rejected.
