A Bola says along with Manchester City and Everton, whose interest has been confirmed by Benfica in recent weeks, Sunderland and Tottenham are also chasing the Paraguay international.
Spurs boss Harry Redknapp, particularly, is keen on bringing Cardozo to London.
Benfica president Luis Filipe Vieira has referred interested clubs to Cardozo's £54 million buyout clause, but Lisbon sources say a bid of £17 million will be enough to land the prolific striker.
