Sunderland boss Dick Advocaat has questioned the market work of past regimes.
The Black Cats have taken only one point from their opening three Premier League matches of the season.
Advocaat, 67, has been critical of money wasted on "lower than average" players by his Sunderland predecessors.
"Transfers, I wonder what they have done. So hopefully we don't make those kind of mistakes," Advocaat said.
"I have fully an understanding about the concerns and what happened in the past. If we see the salary for some players, how can we give that?"
