Portsmouth chief Peter Storrie says cash is available to make quality signings this month.
He said: "We don't talk about money, it's not our policy. We didn't talk about money in the summer but still spent plenty.
"But if one or two leave, which we are expecting, then that money will be reinvested into the team. Players sometimes get frustrated because they are not in the team but at the end of the day we are a football club and it is inevitable they will leave.
"People come and go but no-one has asked for a transfer. One of two have made it public that they want to be in the side regularly and will look elsewhere if that is not the case.
"It's a balancing act and anyone leaving will be replaced. The problem is you can't bring four players in to replace the Africans because when they come back you then have four more unhappy people who aren't in the team.
"We are looking at a couple of options at the moment in regards to bringing players in. We will be signing players, players who Harry thinks will strengthen the squad.
"And it is inevitable some will also be leaving us."
