The club are still waiting on international clearance being received and when that is tied up, the player will travel back to Scotland to join in pre-season training next week.
"It's been well known that I was seeking to bring in two forwards before the start of the season," Levein said. "I've been delighted to be able to secure the services of Warren Feeney and now Francesco Sandaza at this early stage of our pre-season schedule.
"Francesco comes highly recommended by two of my trusted contacts and has been watched many times over the last year. He will add pace and height to the side and his abilities will complement and strengthen our attack.
"I'm sure he will be a big success at Tannadice and that he will be very popular with our fans."
