Gareth Southgate is holding out for better personal terms before accepting the FA's technical director post.
The Daily Mail says the appointment is due to be confirmed before Friday's start of Euro 2012, but has been complicated by the pay negotiations.
Former Middlesbrough boss Southgate, who has been the overwhelming favourite for the job since the start of the recruitment process, wants a salary commensurate with a high-profile, full-time position at the FA.
He is seeking at least parity with England Under 21 coach Stuart Pearce, who earns around £500,000-a-year but does not have the day-to-day pressures the FA technical job will bring.
