Middlesbrough boss Gareth Southgate has stopped all outgoing deals.
The Mirror says Southgate has called off the sale of skipper Stewart Downing to Tottenham - and prevented the exits of Tuncay and Gary O'Neil.
Spurs had thrashed out a fee behind the scenes for winger Downing.
But Southgate said: "We are not selling. We are not looking to lose our best players."
He has chairman Steve Gibson's backing.
