Andre Wetzel says Sheikh Mansour is serious about making Manchester City a global giant.

Wetzel is the technical director of Sheikh Mansour's local club Al-Jazeera.

"Some think that Manchester City is merely the hobby of an oil billionaire with too much free time, but that's not cutting it, the club is a great promotional tool for the region," said Wetze.

"Al-Jazeera is more a gesture to the locals."
