The agent of PSG midfielder Stephane Sessegnon says Arsenal are favourites to land the youngster.
Chelsea and Manchester City are also keen on the Benin international, but agent Rudy Raba told sport.co.uk: "In the summer, I was contacted by top English clubs and other European teams.
"But Paris Saint-Germain wanted to keep him another year and refused. I think in January, nothing will be done, because he'll be with Benin for the African Nations Cup.
"But if he leaves France it will be for England. All the French players like to be coached by Arsene Wenger."
