SC Freiburg admit Blackburn Rovers are scouting Papiss Cisse.
The likes of Arsenal, Liverpool and Fulham have also been linked with the striker, who is being rated at around £13m.
Cisse's agent yesterday declined to comment.
Rudi Rasca, Freiburg's head of communications, told the Lancashire Telegraph: "We won't say that Blackburn are not interested but we have yet to receive a concrete offer on paper.
"We know that they have been watching him during matches this season - but so have many Premier League sides this season."
