Sources close to Salah insist he is interested in the move after growing frustrated at a lack of opportunities since his £11million transfer from Basle in January.
But Blues boss Mourinho is blocking the switch. Asked about the possibility of loaning players next month, he said: "I don't want anybody to leave."
However, Salah's representatives are due to meet Mourinho before the transfer window reopens, and Inter expect them to push for a move unless the player is given assurances of more playing time.
