Bayern Munich chief Karl-Heinz Rummenigge admits Luiz Gustavo is pushing to leave this month.
The Brazil international is the subject of an £18 million bid from Arsenal, while Chelsea are also interested, says BILD.
Wolfsburg are keen, but Gustavo is understood to favour a move to London.
"The question is whether Luiz wants a club that unfortunately does not even compete in Europe, or whether he's up to something greater," revealed Rummenigge.
