The Brazil international has been linked to Milan and to Premier League duo Chelsea and City, and his representative has not closed the door to a possible move to England despite the player previously stating he does not want to cross The Channel.
"They (City) have been one of the most interested clubs and I attended meetings with them," De Assis told setantasports.com.
"But my brother's transfer is far from easy because they have to agree with many parts and we are looking for the best sport option for him.
"The best options are in England and Italy but we cannot close any door.
"There has not been any important news about Ronaldinho's future in the last few days.
"We are in touch with clubs and Barcelona are aware of it, but negotiations are stalling."
