Barca want £3.5 million for Giuly, who is inside the final 12 months of his existing contract, while Roma have so far tabled a bid of £2 million.
"What Barcelona are asking for is too much. Our offer for Giuly is interesting and it has been adjusted to the current market," said Roma sports director Daniele Prade. "In addition, it is important to consider that his contract demands are high."
