Juve meet Spurs in the Champions League round of 16 this month.
"It's a really nice duel," Balbo told Tuttosport.
“We'll talk about it so much and then the defenders will score, that's what always happens! They're two great strikers, but I prefer Higuain.
“The Englishman is an exceptional finisher, but Pipita is more complete. As well as scoring, he makes the team work.
“The World Cup? In my opinion Higuain doesn't just have to go, he has to be Argentina's starting centre-forward.
“[Jorge] Sampaoli was right to leave him out during qualifying, he wasn't going through a good period and at that point going to the national team would have done him more harm than good.
“I'd focus on him in Russia though."
