Fellaini is tipped to leave the club at the end of the season and the deal can only go through if Roma raise enough cash from selling Nainggolan.
The 28-year-old joined United for £27m from Everton in 2013 but has not been a huge success and has hardly featured in Louis van Gaal's plans this season.
Similarly, Jose Mourinho reportedly doesn't rate the midfielder either and will look to offload him if he takes charge at Old Trafford in the summer.
