Rodgers wants a deal with German side Hoffenheim for the Icelandic midfielder, who starred for his Swansea City side on loan last season.
The Welsh club had agreed to buy Sigurdsson before Rodgers left for Anfield, but the player stalled on joining because he would prefer a move to the Kop.
Rodgers hopes to complete the formalities after giving Swansea a fair chance to complete the deal, and expects to pay the same amount to the Bundesliga outfit.
