Tottenham are being linked with PSV Eindhoven winger Memphis Depay.
PSV released their financial report for the year this week, showing a modest profit of €400,000.
However, included in the report was confirmation that PSV had turned down a bumper €20 million offer for Depay after the World Cup.
De Telegraaf says the club in question was Tottenham, which saw its bid turned down by PSV.
PSV extended Depay's contract in August and was reworded with five goals in the opening five games of the season before he suffered a groin injury.
