Harry Redknapp is demanding control of QPR's transfer plans.
Redknapp, 66, is expected to meet chairman Tony Fernandes this month.
He said: "If I can't change things in the summer, I wouldn't want to come back. I don't need to come to work for aggravation.
"I want to stay but we will see what happens.
"I want to put a team together where I look forward to coming into work.
"I don't want people coming in late and have to fine players every day.
"One player has been fined more this month than he gets in wages."
