Reading owner Anton Zingarevich says they're still fleshing out how their scouting network will take hold.
The Russian admits the prospect of feeder clubs doesn't interest him.
Zingarevich told Reading Post: "I think the partner club model has been tried, but not really proven successful. We will work with regions, definitely. That is something that we want to do in the future. In Europe everyone knows it.
"But South America, Africa and Asia - those are areas with vast amounts of people who love football.
"The infrastructure is not really there, but the talent is. That is something in the long term we want to help with.
"Which is why the Academy needs to be upgraded to bring the best young players from all over the world to help develop them."
