Portugal international striker Hugo Almeida remains a free agent.
The released Besiktas striker, 30, held talks with QPR last week, but could not settle on personal terms.
Cesena officials met with Almeida over the weekend, but their €500,000-a-year offer fell well short of his demands.
The big centre-forward is seeking €1 million-a-year to make his next move.
QPR remain an option, while Sunderland and Newcastle United have also been offered the experienced forward by agents.
