The South Korea international is being made available by Spurs and PSV have made a formal approach about opening talks with the defender about a return to Holland in the summer.
"He is welcome here," said PSV technical director Stan Valckx. "A transfer is still far away. Lee still has a contract until 2009. But should he leave earlier, PSV would be interested."
