PSV Eindhoven chief Marcel Brands has confirmed Jeffrey Bruma is joining VfL Wolfsburg.
Chelsea, where Bruma had several seasons as a junior player, made a late approach to PSV last week. But Brands confirmed on Sunday the defender would be signing for Wolfsburg.
The PSV chief says they can be proud of the way they helped rebuild Bruma's career after his time with Chelsea.
"In the beginning there were many questioning from the outside. How such a boy who went to Chelsea could return to the Eredivisie? Well, it turns out that such a player in the Netherlands is experiencing good growth on all fronts.
"The Eredivisie has been a great platform in his case and has also brought him forward as a player and person," said Brands.
Bruma will join VfL for a fee of €13.5 million.
