The talented midfielder is shining this season under coach Laurent Blanc, but has refused to discuss PSG's latest new contract offer.
Le Parisien says Arsenal and Chelsea are aware of negotiations stalling and both Premier League giants are eager to bring Rabiot to London in the summer - if not sooner.
Rabiot has made 25 appearances for Blanc's first team this season.
