PSG would love to pair Rooney with Zlatan Ibrahimovic and are one of the few clubs in Europe who could afford to match the England striker's wages.
Cavani remains a top priority for Louis Van Gaal and United are willing to do everything in their power to persuade PSG to sell.
Asked about United's interest during the World Cup Cavani said: "In football you never know. Anything can happen.
"One day you're in one team and they next day you can be in another."
