Premier League clubs have proposed to bring forward the transfer window to before the opening day of the season.
Talks will begin between every club next month, with a majority currently in favour of changing the date.
The current window closes on September 1, but clubs will reportedly vote on the proposed changes when they gather for their next stakeholder's meeting next month.
A criticism of the shortening of the window is that other European leagues, such as Spain and Italy, will have gain a competitive advantage over English clubs because they would be able to trade for a longer period.
However, some clubs believe it would be beneficial to the league's integrity if the window ended before the start of the season.
At least 14 of the 20 clubs must agree for a new rule to be introduced.
