Portsmouth hope to bring Trinidad & Tobago international midfielder Khaleem Hyland to England at the end of the season.
The News says Hyland does not meet the work permit criteria, having failed to appear in enough competitive internationals.
This is despite him having been a regular for his country for more than a year and also appearing against England in a friendly last summer.
As the re-application process rumbles on, Hyland joined Waregem in January on loan until the end of the season.
The defensive midfielder has since become a regular, establishing himself as an integral part of their impressive push up to sixth in the Belgian top flight.
Hyland has appeared in all five of their matches since making his debut on February 7 in a 2-1 victory at Genk.
