Portsmouth's transfer embargo is preventing them from re-signing England goalkeeper David James.
James has a new offer on the table from Pompey, but cannot ink it without special dispensation from the Football League.
New Blues boss Steve Cotterill told The News: "As it stands, we have a bit of a problem with goalkeepers.
"We have asked David to stay but obviously he is concentrating on performing for England in the World Cup.
"With the embargo in place, he cannot sign the deal we have offered him anyway."
