Portsmouth chairman Peter Storrie has blasted the Italian FA over delays rubberstamping the arrival of Anthony vanden Borre from Genoa.
Storrie told BBC Radio Solent he was disappointed with the delay.
"How an association can sit on something for three or four days and only have one person to sign a document is beyond belief."
The Belgium international was forced to watch Saturday's 1-0 defeat at home to Fulham from the stands.
Despite the frustration, Storrie was quick to exonerate Genoa from any blame over the delay.
"Genoa worked their socks off for us and so did the Italian league," he said.
"We will put a strong complaint in on Monday morning that will be backed by the Football Association."
