Porto defender Bruno Martins Indi will undergo a medical at Stoke City on Wednesday after the two clubs agreed a deal.
According to Sky Sports, the fee could rise to £13.4m for the 25-year old.
The Dutchman spent last season on with the Potters, making 37 appearances for the club.
City were keen to bring Martins-Indi back to bet365 stadium after he developed a strong centre-back partnership with Ryan Shawcross.
Mark Hughes will get his third signing of summer following the arrivals of Darren Fletcher and Josh Tymon.
