Tottenham boss Mauricio Pochettino could be at loggerheads with chairman Daniel Levy over his interest for Sevilla striker Carlos Bacca.
The People says last week, head of recruitment Paul Mitchell was in Germany to watch the Colombia international score against Borussia Moenchengladbach in the Europa League.
However, Pochettino will have a job on his hands to convince chairman Levy to splash the cash.
The 28-year-old signed a new deal with the Primera Liga side five months ago - and there is a 25million (£18m) get-out clause.
The other issue surrounds Levy's desire to sign players who will command a future transfer value.
