Hull City academy boss Tony Pennock is happy to utilise the loan system for their young players.
Pennock is keen for more of their young players to move out on-loan.
"Unfortunately many spectators don't see the other side of what we're trying to achieve here," he told the Hull Daily Mail.
"Whilst it's great for the young lads to have the chance of playing in the first team, it's up to us to get them up to the speed of the Premier League before we promote them.
"I'm sure, in my mind, that the boys will benefit more from playing in the Scottish League, facing the likes of Hearts and Rangers, for example, than playing under-21s football.
"Calaum Jahraldo-Martin is a prime example of that. We know he has the talent and he's been out on loan at Tranmere already this season, he's now at Alloa. He may not walk straight into the team, but being in and around the first-team environment will benefit him massively.
"The problem that we have with the under-21s division is that one week, we could be playing a very strong reserve-grade side, and the next it could be an inexperienced team."
