England U21 coach Stuart Pearce is fed-up with clubs' attitude towards his squad.
The Young Lions suffered a 2-1 Euro 2013 qualifier defeat in Belgium on Monday as Pearce was forced to field a side without Phil Jones, Jack Rodwell and Danny Welbeck, who were all called into Fabio Capello's senior squad.
Pearce said: "The only way to compare the England Under-21s against the rest is to get all the best players and take them on.
"We don't seem to be able to do that. I have never picked my strongest team once. Never.
"You have to go with your strongest side and your strongest squad.
"We haven't done that. Spain have, and they have a trophy. In my early days I was not able to call upon Wayne Rooney to play for me and nothing has really changed since."
