An independent panel has ruled that Manchester City's recent conduct on the field is serious cause for concern.
The Football Association has published reasons behind why it decided to fine the Citizens £50,000 for their conduct during their shock FA Cup defeat at the hands of Wigan Athletic.
The panel revealed: "The Commission Members were extremely concerned about the recent frequency of breaches by the club considering they had no such incidents on their five season record prior to December 2016.
"These antecedents were considered a serious aggravating factor although not to the level to consider the deduction of points."
City have endured three similar charges during the past 14 months.
They were fined for similar incidents against Chelsea in December 2016 and against Liverpool in March 2017.
