Palermo president Maurizio Zamparini is keen to attract outside investment.
A Mexican consortium has been linked with a takeover of the Rosanero.
"I'm looking for new board members," Zamparini confessed to Radio Sportiva.
"Not to sell up, but to put in capital and make Palermo stronger.
"There is interest, but people are worried about investing in Italy, because it's not a state governed by law, Italy is a country of petty demagoguery.
"If someone does come along it's because they have confidence in Zamparini, not in Italy."
