Orlando City president Flavio Augusto da Silva expects a decision over a deal for Robinho by next week.
The AC Milan attacker is in talks with the MLS expansion club.
"The player should be registered in the same way as Kaka and I think within 10 days the situation should be resolved," Da Silva told Radio Globo.
Robinho had wanted to join Santos on loan, but today the Brazilian club announced his wages were far too steep even for a brief spell.
"If it depended on him, he would only choose to play for Santos. The desire of the player is important to me, but there are financial issues and other clubs are interested."
