Notts County are still to provide documentation on the club's mystery new backers.
The Mail on Sunday says the Football League are not in a position to rubber-stamp the owners as 'fit and proper' as there is still not detailed information on who is behind the company Munto Finance, who took over the League Two club last summer.
Munto Finance themselves are owned by Qadbak Investments and both companies are based in Switzerland.
Qadbak announced last week that they have completed a deal to buy the BMW Sauber Formula One team and claimed that the company represented the interests of Middle Eastern and European families.
But the League have received no details as to the precise identity of the owners and are relying on the club to provide them, as they cannot force them to make a disclosure.
