And the Magpies and Black Cats - loaded with cash from the sales of Andy Carroll and Darren Bent - will lead the chase.
The North-East duo are desperate for new strikers having collected almost £70million between them in January.
French-born Ba, 26, has been capped 10 times by Senegal. He joined the Hammers in January from German side Hoffenheim, after a £7m move to Stoke broke down due to a knee problem.
The Londoners agreed a £500,000 down payment for Ba - who signed a deal until 2014 - with the rest of the cash linked to appearances.
