Newcastle United boss Sam Allardyce rates Portugal as having the best pool of young talent in Europe.
Allardyce, who signed Ricardo Vaz Te as a teenager for Bolton, said: "Portugal is an excellent place for young talent, they're at the top.
"But we all seem like piranhas chasing this talent from Portugal, trying to enter into this market. Africa also develops superb players, but they cost more and more resources. That is, we have to work harder each time to obtain the certain players we need."
He added: "Football has changed completely in the last years. Holland used to have a great production line, but that is now over. And Germany is now suffering like England."
