Bigon has attempted to discuss a loan deal for the Belgian, but Sky Italia says United are insisting on a straight sale.
United are seeking €25 million for Fellaini, though Bigon hopes to talk them down.
Fellaini is back at United's Carrington training HQ this week, having undergone medical tests on Monday.
The midfielder was granted extended summer leave after playing in the World Cup.
