Rangers defender Ian Murray is a surprise candidate to be sold before the summer market shuts.
Smith said: "I don't know if we'll get any money in before August 31. We're in a situation where one or two are surplus to requirements.
"But whether they go or not is down to other clubs.
"I don't think Cousin is the final piece in the jigsaw. I just felt if we lost strikers to injury during the season it could cost us dearly.
"We had to make sure we wouldn't leave ourselves short in that department."
