Everton boss David Moyes admits he wants to assure his players they will be active in the summer market.
He admitted he could not deliver those guarantees at present.
"It is a problem and something as we go towards the end of the season that I will need to have a chat with the chairman and the board about," said Moyes.
"Marouane (Fellaini) is one of the important players for us and we have to keep a strong side together. We have to give them some hope and encouragement over what we are going to do.
"It is a discussion I can't have with the players at the moment, I need to speak to (the club).
"You have to show the players around you that you are trying to progress and moving forward.
"I have always said that that is one of the key things about the football club, you have to show that you are trying to build and move forward."
