Everton boss Dave Moyes admits they're ramping up their scouting network.
"In the past we have mainly looked at home for players, but now we are buying players to get into the top six we have to start looking in a different pool," he said.
"But now we have to spread our wings to make sure that we get the best players in. There will be extensions to the scouting department that can hopefully help us in that way.
"We are not big spenders but we are good spenders."
Of Everton's long-term plans, Moyes added: "When I came here more than five years ago there was a plan to lower the age of the squad, make sure Everton weren't relegation fodder and to try to make Europe. Most of that has now come to fruition and I think it will not be long before other clubs will want to follow the plan of Everton, because the big spending cannot go on."
