The French whizkid hasn't skipped a beat quitting AS Monaco in August for PSG and remains a priority for Europe's biggest clubs, including Real Madrid and Barcelona.
While they didn't compete for Mbappe's signature last summer, Mourinho has had agents make it clear to his father that the teen is definitely of interest.
The big problem for Mourinho, reports Don Balon, is a ceiling placed on player offers by United vice-chairman exec Ed Woodward and his board.
Mourinho has been told, no matter the player, United will not go higher than €250m for any single signing.
Currently on-loan at PSG, Mbappe is expected to sign permanently from Monaco next summer for €180m - unless a rival club comes in with an extraordinary counter offer.
