It's suggested Silva is a favourite of Everton majority shareholder Farhad Moshiri, though chairman Bill Kenwright isn't so sure.
Moshiri believes Silva's personal demands would fit into their budget in contrast to free agents Carlo Ancelotti and Thomas Tuchel.
But it will still take a major compensation offer to convince Watford to part with their manager.
