With any real transfer movement for the MLS often hindered by rules that only apply to the American league, another key date is today (December 8th) when the MLS discovery period opens. This means clubs can submit claims on players outside the league (foreigners and USL) who they are looking to sign. This then gives the club the exclusive MLS rights to negotiate with that particular player.
The one alarming part of this rule for players and agents outside the US is should there be more that one claim on the player the club with the poorer record this past season is awarded the rights.
Teams are permitted to make as many as 10 claims, that are usually kept confidential until a signing is imminent.
